现在德国情报部门掌握的材料也证明莫斯科的“辟谣”站不住脚。情报人员监听到的通话中,有些讲述内容与人们在布查镇主干道上发现的遗体所在地点相符合,例如一名俄军士兵说,他们用枪打中了一个骑自行车的人。还有一个士兵说,他们先审问(乌克兰)士兵,然后把他们处决。
《明镜》报道称,联邦情报局的录音资料在很大程度上显示,俄军在布查镇的行径并非偶然的单独事件,也不是个别士兵一时失控的越规之举。俄罗斯士兵在谈论自己的暴行时,就像是在聊日常生活。
据悉,联邦情报局在本周三(4月6日)向负责的联邦议院机构通报了有关信息。相关人士认为,这些信息表明,杀害平民已成为俄罗斯军队的常规做法,甚至可能是战争战略的一部分,目的在于让平民陷入惊慌恐惧,扼杀他们的反抗。
雇佣军施暴
联邦情报局的资料还显示,“瓦格纳小组”等俄罗斯雇佣军组织参与了布查镇的暴行。该小组因其在叙利亚战争中的残暴行为而著称。此前就有报道称,2月底攻占布查镇约两周后,俄军部队有过人员替换。而对平民的暴力袭击从那时起明显增加。
据德国《世界报》记者发自当地的报道,布查镇居民称,最初的俄军大多是年轻士兵,后来被较为年长的军人取代,他们的装备更精良,据称属于情报部门FSB(俄罗斯联邦安全局)。还有居民称,当地有来自车臣的部队。
德国联邦政府发言人赫贝施泰特(Steffen Hebestreit)当天表示,有“可信证据”表明,俄罗斯“武装和安全力量”在布查审讯被俘者后将其处决,这是“我们所掌握的信息”。他还说,这也证明,“为了达到其目的,俄罗斯总统普京至少是默认了侵犯人权的现象和战争罪行。”
据《明镜》报道,德国情报部门还在对更多的无线通话资料进行评估,其中可能包括在乌克兰其它地方截获的俄军通话。
