奇葩的美国： 现在的基建法案是军费的一半， 为这个还要讨价还价。

说的是 3.5 Trillion实际上是十年的花费， 每年是350Billion .  美国每年军费是715 Billion . 是第二位中国的三倍。    要砍10%都费死劲。    基建法案只是军费的一半，要通过也费死劲。  奇葩！
