There was a story 15 years ago regarding William Cohen

who was defense secretary. A military institution needs to hire a number of people for certain positions.  But the requirement was citizen who was born in USA and all of the qualified applicants could not pass this.  Since the project had some urgency so Secretary Cohen relaxed the requirement a bit: US citizen was OK.  Finally, they did get 5 qualified applicants and the head of the recruiting committe was very happy until he read the names: Mr. Li, Mr. Wu, Mr. Chen, Mr. Zhang, Mr. Wang (I made up the last name but you get the idea).  I do not remember these guys were hired or not. I did know some scientists from China wrote codes for F-35, maybe not the core codes though.
