Most of the people (men and women) on welfare don't have skills to take those jobs. Nor do they (women) have the time because they have young children. Often they can only find minimum wage jobs, which pay less than what they get from welfare and not enough to cover the child care expance they need.

The solution is to readjust the welfare payment and minimum wage law. If it is not possible to reduce the welfare payment, then the only soultion is to increase the minimum wage, which is a tough sale.
