这个法令并不能约束穆斯林教会，实际上只能束缚基督教

基督教占主导地位的时候，这个法令是必要的。现在基督教被打压了几十年，快要到生死存亡的境地了，应该废除这个法令，重振基督教，重建这个国家的信仰，才能凝聚人心，才能跟穆斯林信仰对抗
