There are two types of recount petitions pending in PA. One is voter initiated; the other candidate initiated. The decision reported in the news relates to the first type. The petition filed in a state court in Harriburg is the second type. In theory, the decision in one does not affect the disposition in the other. However, because the petitions and the governing laws are nearly identical substantively, one can think of a decision in one being a bellwether case of the other. Because the attorneys, substance of arguments, personal politics of the presiding judges do not all match from one venue to the other, in theory the outcomes of the two cases may differ.
