Can my Mom go back to China without AP?

Hello;

   My Mom applied i485 in March and AP in April but have not received it yet. We are waiting for birth certificate from China, to fufill a RFE request in April.

  My question is if she goes back to China now before AP is granted, can she come back later for 485 interview (assume at that time the AP is granted)? I am also wondering the reason why AP is not granted. Is it because RFE halts everything, including the AP process?
