-Yes.

还是必须先延期绿卡？

-Not need it if you will apply for the US citizen.

如果到暑假时公民或绿卡还没办来，我可以回国吗？

-No unless you extend the green card (can get the green card stamp on paassport  to travel after you file I-90 extension of green card) or get the US citizenship.
