1. My F1 application was denied on Dec 30, 2011. I received the paper notice today. Should I leave the US right now or wait until get the H1 approval without I-94?

-Tehnically you have been unlawfully present from the date your F1 was denied because your old H1 I-94 expired.

2. "拿到offer后立马回国申请H1"和"在美国申请H1然后回国激活"，那种方式更稳妥？

-Not different. Ask your new employer to use premium processing to get the H1 aprpoved in 15 days and then, bring the H1 approval notice with you to China to apply for the H1 visa, or send the approval notice to you if you leave US now.

如果两种方式风险一样,有鉴于国内签证需要预约排队,我觉得立马回国签比较省时间.想听听您的想法.

-Fine. But make sure your employer file the H1 petition for you before you leave and then, ask the employer to mail the approval notice to you to apply for the visa. Also bring the job offer letter with you for the H1 visa application.

3. 在去年12月30号到我离境的这些天的GAP会不会成为被拒签的理由？

-No.
