-Yes.

我担心移民局会否质疑她当时说是旅游而变为结婚是欺骗行为？

-She can marry you immediately after she enters US using B2 visa, but you and she had better file I-130 and file I-485 after she enters US for 3 months in case USCIS suspect she has the immigration intent before she enters US. Once she apply for the green card, she can not use the B2 visa to travel and has to use Advanced parole.

She also can marry you and then, go to China to deal with her business. Then, use the valid B2 visa ato enter US again and apply for the green card after 3 months.
