I think Mr. Chang is confused

The former West and East Germany used the same model too -- the "Dach theory." They managed to unify afterwards. Similarly, ROC and PRC, at the present time, are indeed two separate sovereigns under the roof of "China." Mr. Tsao (or Cao)'s proposal is a recognition of the status quo, and a push for a peaceful solution at a later stage. I doubt that this proposal will be accepted, but I salute him for trying. I do not think there is any need for concerns over the "peaceful separation" as Mr. Chang was worried about. I am not worried at all.
