To this date I still don't understand why Peng waited that long to write the letter. What Peng was thinking or doing from November 1958 till July 1959. Why Pend did not send the letter during the Conference and waited until Mao was about to end the meeting in July 14, 15 1959? Lushan Conference convened in July 2, 1959.
