-I-864 is based on your last/latest previous year income, not on this/current year income. so, you may need your hu*****and's I-864A or use your personal assets as part of the support for the I-864. Another choice is: just wait and file the I-864 next year for your parents after the I-130 is approved which may take a few months, and file another I-864 for your brother after your I-130 is approved which may take several years.
