Investigators said the victims were repossessing a Ford Mustang from a home on Milam Loop in south Fulton County when they were shot.
"I think somebody didn't want their car repo'ed and took it too far," said one neighbor.
The repo men had the Mustang hooked up to a tow truck when the gunman fired several blasts from a shotgun at them, but missed. They took off in the tow truck with the Mustang still attached.
The car owner caught up with the repo men and opened fire again, shooting at both men through the window of the tow truck.
The passenger was killed; the driver wounded.
The wounded man was taken to Grady Memorial Hospital.
The gunman got his car off the tow truck and sped off.
Police chased him onto I-285, but lost him on the Interstate.
Police are searching for a gray or silver Mustang with Georgia license AZZ-9191.
Officers said they are searching for Justin Moore 29, as a person of interest in the case.
Officers said Moore was driving at speeds up to 150 miles per hour so they had to back off.
Police have not released the name of the deceased man. The surviving driver is in critical condition.
