Why does CCP often lie?

In late 1960's People's Daily published a commentary. It said there was no single soldier of PLA in any other countries. In fact there were many soliders of PLA in Vietnam at that time.

I don't understand why CCP lied on this kind thing, which does not need to lie, and obviously relevant people did not believe the lie.
