老照片：美国人拍摄的民国初年北京新式监狱(组图)

1903年,清政府批准了改良狱制的新举措，建立了京师模范监狱。民国成立后，继续清末的监狱改良，筹建各类＂新式监狱＂。新式监狱以感化人为宗旨，实行分房监禁，实行劳役、教诲和教育制度，让狱囚习艺劳动，使其掌握一些技术，以备将来出狱后能用以谋生。但据统计，直到1926年，全国新式监狱仅建63所，其余仍为旧式监狱。
