高岗mistakes – not in that order
1) Party organization and disciplines

3) Own independent kingdom, clique
The irony is that until today China is still benefitted from 毛泽东亲自制定国民经济方针 albeit at the expense of the work hard and suffering of one generation of people.
Mao's 大跃进 was collectively discussed and passed by the Party’s plenary session. The tragedy was when Mao’s head started to cool down and came to the rude awakening, sadly Mao's instructions were not carried out at all. This is not to exonerate Mao but the tragedy was the outcome of the collective leadership.
Interesting to note I saw on the 7 part saeries about Liu Shaoqi, Bo Yipo was interviewed and he said Mao asked him something like "Yipo, is it possible to pass England in 7 years?" I forget what Bo's reply was.
The point is a lot of the unrealistic slogans at that time was the result of and based on consultations and "expert" opinions below.
