Like Mao did to Peng’s letter in July 1959, Mao similarly disseminated Deng’s letter to the Politburo’s members for discussion. Mao didn’t believe a bit the BS in Deng’s letter and yet I personally believe Mao overestimated Deng’s abilities thinking Deng was the only person other than Zhou could run the government. Mao knew Deng was not going to reform or change. Mao only expected Deng that he would not repudiate the Cultural Revolution. To Deng’s credit he politely declined Mao’s request in circa November 1975 which led to Deng’s third downfall which occurred after April 5 incident.
