6 months baby won't roll over

My baby is 6 and half month now, and she still won't roll over. She can go from stomach to her back, but can only only do 3/4 of the roll from back to stomach. She hates to be on her tummy though. She's rather stuff her head into the blanket/pillows underneath rather than push herself up. (She'll push herself up for a few seconds then goes back down). I've tried to entice her with the toys to roll over when she's on her back. She'll raise her arms to try to get it, but she either gives up soon or just crys if I don't give it to her. I'm afriad that my baby is too lazy to be active, and it'll slow down her development.
