1，他的问题不是能不能回美国，而是如何入境中国。
-What I means is he can not come back to US without a valid passport (does not mean he can not enter US, but means he can not be out of China without a valid passport). So, you did not completely understand what I said.

2，即使他能从原办照机关获得无未了事宜的证明，驻外领馆也不会给他发因私护照，为啥？不告诉你，我不能泄露国家机密呀！领事馆那么说只是在敷衍。
-That is exact why I suggest him to get a US citizenship becasue his original working unit in China may not support him to get a private passport because they might not be happy he did not come back to China after he finished his job in US.

3，你让他入美国籍，光拿美国护照是不能入境中国的，还得有签证，他去签证也会受阻的。
-If he does not have any political reason (e.g. against Chinese Govenment), I do not think he has a problem to get a Chinese visa.
