"As a general rule the applicant should present his/her request at the Consulate of the Schengen country which is the main destination (longest stay, most amount of days), if the main destination cannot be determined, the country of first entry."

If your itinerary shows that you will spend more days in countries other than France, they would ask you to apply visa in those countries instead.
When I was there applying my visa, I witnessed a case that one person brought the itinerary showing he will spend 5 nights in Netherlands and 3 nights in France and they asked him to go to Netherlands consulate for the visa.
