In GIMP, create a file size as 3914 X 2935 (3950 X 2963)
Reduce original photo from 2592 X 1944 to 1296 X 972 or 1414 X 972. You will cut part of photo in the process if it is 1414 X 972.

In the GIMP 3914 X 2935 screen, File - > open as layers the small size photo.
Move the photo to the position. (Tools -> tramsform tools -> move)
Then, open as layers for another photo and position it too.

The passport require 48毫米X 33毫米；头部宽度为21－24毫米；头部长度为28－33毫米

然后，就到店里印4inch照片。
