I want to donate but dont know how? please see inside!

I don't want donate money to US or any foreign charity organization because I know their administration fee is really huge. I want send money directly to China red cross and Hong Kong red cross. I just visited these two website but could not find a away. I don't have paypal only visa and mastercard. Any sisters or brothers have same experience?
