he was Administrator of Department of Education. Hua asked him in chargeing in Education! If an Administrator of Department of Education NOT proposed 恢复高考 Who else should be???
The question should be why Hua choos Den to be Administrator of Department of Education, is that means Hua waned to 恢复高考时 too?
