蒋介石却于6月6日宣布休战 and stopped hot pursuit of defeated Lin Piao after the fall of 四平 (2nd Battle of 四平). 休战 was just a show. 蒋 needed regroup and reinforcement in order to push Lin Piao farther into North Manchuria. Chen Chi Hua and Hsiao Hua's 4th Column started attaching Anshan in South Manchuria AND on June 7 Mao ordered Chen Yi to start large scale attacks in Shangtung. 蒋 lost 30,000 troops as result of the attacks. 蒋 was so frightened that he re-deployed 2 army groups to Shangtung originally intended for North East balltle ground.
蒋 may be you know what. But his military commander in North East at that time was General Tu Yu-min. I do not see any record that Tu recommended the pursuit. Yu was a very capable army commader who had to have good resaons for not pursuing Lin.
After the fall of 四平 which inevitably led to the fall of Changtun and half of North East, Lin was so ashmed to face his comrades in Harbin and was ready to receive punishment from Mao. On June 16, 1946, instead Lin was named Secretary of North East Bureau and Commander and Political Commissar of the North East Democtratic United Army. That signified the demise of Peng Cheng in North East. That was another story.
