Techically, the school should pay the filing fee and lawyer fee, but some schools do not want pay this kind of fee. So, you have to pay it by yourself because you need the GC, right? You just pay the filing feeto the lawyer, and the lawyer will pay it for you to USCIS.

PERM申请交上去以后，是不是就不能再申请NIW了？能不能再申请EB1b呢？
-You have no problem to file EB-1B if the school agree to sponsor you even if you have used PERM. But NIW filing might not be good when you have used PERM.
