She needs to wait 5 years after I-485 condition GC approval to file for the F1 spouse. If the F1 need to get a visa stamp, he must tell the truth about the US citizen spouse in DS156, and if this F1 is PRC passport holder and not famous or powerful, the chance of getting a F1 visa stamp is very small. If he has valid F1 visa, he should be fine to return because whether he is married to a US citizen is not a common question for CBP to ask.
