I agree with 1) but disagree with 2)

There are probably more cases approved yesterday alone than those approved in the last month if you look at trackitt.com. Many of these cases have RD in 2007. It's not reasonable to think that these cases are all NC cleared cases.

It is more reasonable to acknowledge that USCIS does not follow FIFO. It happens all the time. I think their leader may have a guideline for FIFO but the process is so messed up. We've seen cases approved without PD being current. It's not surprising to see later cases get approved earlier than earlier cases.
