Pls help: 140 is not subject to priority date, need CIS document

EB2 140/485 got transferred to local office in Sept 2007, made a appointment through Infopass, but the officer insists that 140 is subject to priority too???? Do you have any document references issued by CIS to help me counter her argument? They will only listen to you when you have something in black and white from official explanation!
