"受我国管辖": Agreed. I always view Beijing as only authority over all China, including Tibet

If you take closer look at difference in positions between Him and CCP, you would be suprised that difference is not as big and unbridgeable as you thought. But CCP refused to talk to him as if there is something in principle that needs to be agreed upon first. Behind CCP's precondition of talk is very evasive hardline: CCP want to govern Tibet as they want. They do not want Da Lai to be involved in goverance in any way.
