There is absolutely nothing wrong with the contents of the letter. What was said in the letter were almost the same topics of discussions during the series of conferences (beginning in late 1958 or earlier) leading to the Lushan Conference.
The problem with Peng was what he said and done in private before and during the Conference which became sensitive in the context of international and national situation/development.
The Lushan Conference started in July 2, 1959. Peng gave the letter to Mao on July 20-23 (?) maybe little earlier. Why did Peng wait that long? To solicit support from Huang, Chang, Chou?
Mao decided to turn the Conference (an expanded Politburo meeting) into a plenary Party Central Committee meeting in August 1 to criticize and purge Peng.
What scholars and historians were interested in was what made Mao change his mind and what actually transpired between the intervening periods other than what we have already known.
