give him a lot of tummy time and make it fun

around month 3, I let my baby stay on tummy on a mattress put on the floor and let him explore - whenever he was in the mood. I used different bed sheets with different paterns (sometimes artsy, sometimes flowers, sometimes animals) to let him stay interested (something to look at). He sometimes yelled but I just ignored the protest unless he got upset - if he got upset, I'd play with him to get him distracted, but he still stayed on tummy - he learned to crawl in 2.5 months, first spinning around, then backwards a little bit, and finally forward.

Do not hold your baby too much.
