It should be no problem.

My parents-in-law just got their VISAs in Beijing a few weeks ago. There's no problem if they don't have income in China. But you need to tell the Visa officer that your hu*****and and you will be financially responsible for their trip (in the letter to the VISA officer). We provided our W-2, tax return, pay stub and form I134 (notarized).
