I was told by the college that she has to pay the tuition as international student and she is not eligible to have any financial aid and scholarship. this is the most hard part. She is not even considered as local resident althrough we have stayed at the same state (MO) for more than five years. I have also been told that we have to get the GC first, then considered as local resident, it doesn't matter how long you have been residing in any state. This is a very hurt feeling. What we can get is the credit for the tax we paid to the state.

It is a very difficult situation. I have been checking with some private schools, but the policies are the same.

Hope I can get some info for very state that may have different policies over this issue.
