I had experienced similar case before. I received my J1 waiver approve notice letter only 2 days before J1 expired. I applied my H1b by using J1 waiver receipt, and got H1b approved within one week with premium process. I had similar experience before. My J1 waiver got approved only 3 days before it expired.
