Teacher Pjiang and other experts, please help!

Pjiang, Thanks a lot for your answers to my previous questions!

Since DHL has lost the track of my I-140 application which was sent to TSC on July 26th (so far my check has not been cashed and no receipt from USCIS), I would like to re-submit I-140. But all the original recommendation letters were lost and I have only copies, does USCIS accept copies of recommendation letters? It is pretty hard for me to ask for letters from some independent professors for the second time. Sigh!

Very bad luck recently. First no petition letter from the lawyer, to make things worse, the package got lost and no confirmed delivery to USCIS.

Is there any possiblity that USICS will accept my re-submission of I-140 under July bulletin if DHL provides a letter to show the package got lost due to their error? Sorry to ask this question again and just want to make sure if there is any hope or something I can do to make up for it!
