2) Yes, you don't need register. actually you can't register before you get f-1 as an international student.
3). I lost job before. So I understand your concerns. Our company lawyer told me the h1 expired day is the day USCIS get the report from your HR, not job termination day, fare enough, just like your priority date is the day they accept your application, not the day you send it. Strictly speak, they should report to USCIS immediately, but in generally they will technically handle this situations to give 2-3 months; Legally speak, it's no grace time; but in process, most of IOs will give some grace time based on the case and/or individual difference.
