as my understanding the visa numbers were assigned to the cases whose NCs were clearedd and returned from fbi to cis.

These cleared nc reports are still on the paper but not entered to cis computer system yet. Usually it takes long time for cis to put them in their system but this time they will speed it up.

so cis is confident they have allocated the 07 visa numbers to all approvalbe cases by Sep.
