for familily gc, you can apply citizenship 3 year after conditional gc, or one year after permanent gc.
for eb, you are eligible to apply citizenship 5 years after gc
if the marriage doesn't exist 2 years after conditional gc, then no permanent gc.
for gc itself, uscis is processing cases faster than several years before. nobody can tell how long, it could take anywhere between 3 months to 3 years on average, sometimes more than 5 years (including nc)
