re-define EB category

any proposal to re-define EB category,combine EB2-LC toghther with EB3 4 year +bs or MS, removal EB2 niw, skilled workers use temperory ead, and has to return to their native contry after contract expired, no visa number for their relative
all EB has to work for sponsors for 4 yeears.not percentage limitation for each contry,
