what is your first reaction to this title: China tightens death penalty law

Ok, to me, China tightens death penalty law means the law has been made
more strict. This can usually mean 2 different things - 1) less people will
be subject to death penalty and 2) more people will be subject to death
penalty so it depends on which one the BBC is talking about.
