Each year is different, but in general you would encounter snow at high altitudue.

Dont know how you get accross from Moab to Bryce - no matter how you go, you would be at 7000 to 8000ft above sea level - even in May we encountered snow.

Check National Park website regarding each park's conditions in Winter time and what the NP suggestions are.
