I know Avis generally does not charge extra for renting

and dropping off at different airports in Bay Area vicinity. I have rented from SF (both airport and inside city), Sacramento, Oakland, SJC and then dropping off at one of the other city/airports and was never charged a drop off fee. Avis, however, may not offer the cheapest rate.

I also know some other rental car companies will charge for these same one way rentals.
