Hwy 20 is winding and curvy when it cuts through North Cascade National Park. But nothing worse than going up to Paradise and Sunrise in Mt Rainier. I would think 153-97 is easier since they are in lower elevation although I have never driven that particular leg. By the way, Hwy 20 is also closed in winter.
The best time to visit is fall for colors (last week of Sept and 1st week of Oct) or early summer for wild flowers (last week of July and 1st week of Aug). It's a little difficult to time, as different elevations may be different.
