Capital One care is the only major one I know of still does not charge the fee. Some credit unions cards charge 1 to 2%.
Virtually all major cards (Citi, BofA, Chase) charge the 3% fee. Some MBNA cards do not, but since MBNA is taken over by Bank of America, the MBNA cards are converted to the same terms and conditions as BofA cards.
2) If you do not travel aboard frequent, you should call your card issuers to inform them you are going on a trip, so they can mark it on your file. Otherwise, your cards may be frozen when the fraud detection system considers those charges are fraudulent charges. And you would be left without no card to use.
3) Be very careful of credit card fraud in Asia. Actually in many places, including this country. As there are "card readers" out there that can take the magnetic tape info and re-produce fake cards, in a very quick fashion.
You should check your card balance online fairly often to detect if there are any illegal charges, and if there is any, immediately report to local police (to get a police report) AND inform your card issuer to protect yourself.
4) Bring some cash. Or,if you have Citi Bank Account, or HSBC bank account, take the ATM cards with you. There are Citi and HSBC ATMs everywhere - use the ATM card to get local currencies, and since they are from the same banks, you dont get charged International withdrawal fee. Otherwise, any ATM card would work, except you would incur about $5 International withdrawal fee each time you use it.
BTW, AAA offers no fee Traveler Checks to members, ditto many bank accounts have such services.
