since this league don't recognize Taiwan as a country, then

ROC could have said that the flag is a provincial flag, not a natilonal flag therefore not banned. Or, even smarter, you can make ROC sportsman wear a uniform with ROC flag to accept the medal. It really needn't to challenge head on the rules made by the league so directly.
