Yes, it was Tao Chu, why he was doing there? He was not even one of the generals, although he was the Director (or Deputy Director) of Political Department of 4th Field Army under Lin Piao. Obviously Marshall Chu Teh and Peng The-hwa were missing from the picture.
THis was a rare picture.
