To my understanding, TA experience counts as long as you get your degree. for example, you were a PhD student from 2000-2005 and you graduated with your PhD degree in 2005. If you were a TA between 2002 to 2004, then you have 2 years teaching experience. (if one does not get the degree, the TA experience does not count though)
