You are kind of lucky since they did not deny your case directly. They may think your case is approvable but your petiton letter or first RFE response was not convincing due to poor oganization.

You are the second i have met to receive second RFE for the same case? Do not know how you prepared your first RFE response?

Can you give me a copy of your RFE and your CV or a list of your possible new and old evidence? Let me make an analysis for you? Then give you some suggestions?
