To use long-standing reasons to convince the immigration officer, you need to understand what are the purpose of LC and the purpose of NIW, then you can understand what reasons can properly used.

To rpove the 3rd prong of NIW is not an easy task, you need to provide comprehensive evidence to demonstrate that the national interest would be adversely affected if you were asked to going through LC. Chek out my following old post to read it carefully, you will know how to do it.

The applicant got this strang RFE, most likely due to the poorly prepared petition letter. Just to copy and paste can not make a good petition letter. The applicant must go over the petition letter written by your lawyer before they for you since lawyer may not understand thoroughly about the research statment written by you.
